Imagine standing at a grocery check-out counter, only to find that your debit card unexpectedly had a $0 balance? This is the situation that many CalFresh recipients find themselves in, through a process called ‘churn,’ whereby CalFresh recipients fall off the program due to missed paperwork or recertification requirements and then have to reapply for benefits from scratch.
